concurred in by the Captain Superintendent of Police and

approved.

Under date of the 4th. of July

the Registrar-General reported in a letter (copy enclosed}

that the state of crime in the Colony had again been under

discussion by the District Watchmen Committee. As suggest-

-ed in that letter I had an interview with the Cormittee

at which the Colonial Secretary, Registrar-General, and

Captain Superintendent of Police were present and I

attach copy of the notes of the conversation that was

held.

With regard to paragraph 1 the

Captain Superintendent of Police has now reported that

after the conversation referred to he had placed a number

of Detectives to watch for the class of crine referred to,

but that no cases had occurred since they were put on.

Paragraph 3. Mr. Badeley

reports that Mr. Chan has not furnished him with the

names of any shops which receive stolen rice.

Paragraphs 4, 5, 6, 7, and 12

relate principally to the presence of T'in Tze Kuk

swindlers and of meribers of the Triad Society. Recourse
